RESTITUTION CASE MANAGER

Position Summary

Seeking a detail-oriented individual to join our mission-driven team collecting restitution from criminal offenders. Responsibilities include contacting and negotiating with criminal offenders via phone, letter and text to maximize the dollars collected for crime victims; analyzing financial and legal information to determine an offender’s ability to pay; researching and investigating each offender to find assets. The ideal candidate will be a team player, detail-oriented, an excellent communicator, a skilled negotiator, self-directed, persistent, adept at numbers and goal oriented.

Qualifications

Associates Degree or 2 years of work experience in a relevant field (social work or criminal justice). This is a full-time position offering a competitive salary and benefits package.  This is not a State of Vermont position.

Compensation Claims Specialist

Grade 22

Basic Function:  To determine compensation eligibility of claim and losses and to process, pay and maintain records related to crime related losses on compensation claims.

Characteristics, Duties & Responsibilities:

Compile and evaluate claims in order to determine eligibility for compensation.
Receive victim applications.
Ensure application is properly signed and dated by victim in all required sections. Contact victim to clarify or obtain missing information.
Obtain police affidavits if not included with application; enter and scan all appropriate supporting documentation into data base and attach to victim’s claim.
Prepare and send a written acknowledgment of the application, including requests for   additional information as appropriate and send a notice to county Victim Advocates.
Evaluate eligibility for compensation for losses, which may include lost wages, health care, funeral, counseling or transportation.
Contact service providers for itemized bills and medical records.  Contact employers regarding lost wage requests, and perform similar tasks related to verify losses.
Notify victims of eligibility for crime-related counseling and arrange for direct payment for mental health services.
Record all conversations and notes with victims and service providers in the database.
 
Prepare claims for approval:
Ensure all data is entered properly in computer software and that all printed/scanned documentation is in order.
Calculate lost wages and out-of-pocket losses and prepare priority payments.
Enter all pending payments in database.
Prepare claim summary for Compensation Manager and submit for approval.
 

Other Duties:

Scan, process and pay bills for approved claims continuing basis. Track pending documentation/bills in tickler system.
Answer department phone lines. Provide information about the compensation program, process and eligibility to victims, service providers, police officers, advocates, state agencies, and the like. Refer to supervisor and/or other outside resources as appropriate. Balance and reconcile statements to claims records.
Prepare monthly claims reports to the Board of Directors.
Prepare and present cases for the board to review monthly.
Track and process victim receipts, forward all vendor refunds, restitution, donation, and subrogation checks to Program Manager for processing.
Coordinate compensation/restitution payment with restitution order to assure proper payment.
Keep abreast of changes in statutes, regulations and guidelines pertinent to the compensation program.
Provide training and support for new department staff and new Victim Advocates       regarding claims eligibility and processing.
Process monthly counseling bills.
Carry out other duties as assigned by supervisor.
 

Qualifications:

Degree in a relevant field or a combination of education and experience from which comparable knowledge and skills are acquired.
 
Good basic administrative/organizational skills.
Good basic writing skills.
Good math and analytical skills; some prior bookkeeping experience helpful.
Some relevant training/experience in document processing and computer records maintenance.
Familiarity with insurance claims and medical records is helpful, as well as pertinent state and community social service and law enforcement agencies.
Ability to deal effectively with a wide range of individuals/organizations outside the Center, including victims, advocates, law enforcement agencies, community social and health services, insurance companies, and the like, including the ability to exercise a high level of tact and discretion regarding sensitive personal matters.
Familiarity with the criminal justice system and the dynamics of victimization and available victim support services is very helpful.
